It is not seized and does pull over. It does have spark as I made the mistake of having my hand on the spark plug when pulling it over.

I have made no attempt to add fluids and try to start it. The recoil rope does not go all the way back in. It has been in dry storage for many decades.

It is complete with gas tank, carburetor, muffler, etc. Restore it or use it for parts.
